Vote of confidence in Ahmad Rabe'i, the liberal minister of education and higher education, and elected member of the parliament. The vote was 21 against Rabe'i, 17 for, and 4 abstaining. According to article 101 of the constitution, removing confidence in a minister requires "a majority of the members of parliament, excepting those who serve as ministers." Three members were not present, while 5 of the 50 members of parliament served as ministers in 1995.
